The main activities of the Council focus on the protection of the Arctic environment and sustainable development as a means of improving the economic, social and cultural well-being of the north. The Council meets at the ministerial level biennially.

The Arctic Council was established on September 19th, 1996 in Ottawa, Canada. A high level intergovernmental forum, the Council provides a mechanism to address the common concerns and challenges faced by the Arctic governments and the people of the Arctic

The Association of Indigenous Minorities of the North, Siberia and the Far East of the Russian Federation, the Inuit Circumpolar Conference, the Saami Council, the Aleutian International Association, Arctic Athabaskan Council and Gwich'in Council International are
Permanent Participants in the Council. There is provision for non-arctic states, inter-governmental and inter-parliamentary organizations and non-governmental organizations to become involved as observers.

The main activities of the Council focus on the protection of the Arctic environment and sustainable development as a means of improving the economic, social and cultural well-being of the north. The Council meets at the ministerial level biennially. The Chair and
Secretariat of the Council rotates every two years among the eight Arctic States, beginning with Canada in 1996. The United States served as Chair from 1998-2000 and Finland 2000-2002. Iceland has assumed the Chair from 2002-2004.

At the AEPS Ministerial meeting held in Alta, Norway in June 1997, the existing
working groups of the Arctic Environmental Protection Strategy (AEPS) [80 kb pdf] were integrated within the Council.

was established as the follow up for the Guidelines for Arctic Environmental Impact Assessment, which was adopted by the ministers of the Arctic Countries in their Alta Declaration of 1997. It is an instrument to disseminate information on Arctic EIA activities. It is maintained by a contact-group having representatives in each Arctic Country and hosted by the Arctic Centre in Finland. ARIA is intended to be as a practical means for authorities, developers, and local people to find information and make contacts on Environmental Impact Assessment.

In 1995 the University of Oulu decided to create a research institute for northern and arctic studies. This decision was based on a review of existing research activities and of the potential for broadening and strengthening these activities. The work to create an institute of international world class was started by core staff of six under the leadership of professor Boris Segerståhl.

The goal has consistently been to create a group of strong international projects contributing to the global change agenda focusing on circumpolar and antarctic issues.

As part of the general strategy a Centre for Arctic Medicine was created within the framework of the medical school at the university. This center was last year (2000) merged into the structure of Thule Institute when it became clear that the Institute will become one of Finland's National Independent Institutes.

The Norwegian Polar Institute is Norway's central institution for research, environmental monitoring and mapping of the polar regions. The Institute is the Norwegian authorities' consultant and supplier of knowledge, and contributes to the best possible administration of Norwegian polar areas. Through active participation in national and international bodies, the Polar Institute is central when it comes to protecting national interests in matters of research and the environment. Approximately 120 man-years are employed at the Institute in Tromsø and Svalbard.

The task of the Swedish Polar Research Secretariat is to promote and co-ordinate Swedish Polar research. This means e.g. to follow and plan research and development and to organise and lead expeditions to the Arctic and Antarctic regions.

Established in 1991 as the lead agency in the area of polar research, the Canadian Polar Commission has responsibility for: monitoring, promoting, and disseminating knowledge of the polar regions; contributing to public awareness of the importance of polar science to Canada; enhancing Canada's international profile as a circumpolar nation; and recommending polar science policy direction to government.

Organized in 1920, AARI is the oldest and the largest Russian research institution in the field of comprehensive studies of the Polar Regions

The Byrd Polar Research Center of The Ohio State University is recognized internationally as a leader in polar and alpine research. The Center's research programs are conducted throughout the world. Research at the Center focuses on the role of cold regions in the global climate system, with major research themes focused on: climatic reconstruction of glacial and post-glacial times; polar ice-sheets: dynamics, history and ice-atmosphere interactions; high-latitude landform evolution, soils and hydrology; geologic evolution of Antarctica; and the history of polar exploration.
